What Is NSPIRE?

NSPIRE (National Standards for the Physical Inspection of Real Estate) is HUD’s inspection protocol that replaced the old REAC inspection system. It places greater emphasis on resident health and safety and on conditions inside the units.

Non-compliance can result in reduced funding, sanctions or loss of HUD contracts, so you need a certified inspector who understands the standards inside and out.

Health and Safety

NSPIRE prioritizes conditions that directly affect resident well-being.

Unit-Level Focus

More weight goes on individual unit conditions than on common areas.

Owner Accountability

Clearer responsibility standards for property owners and managers.

Full NSPIRE Compliance Support

From pre-inspection assessments to full compliance reviews, we help housing authorities and property owners meet the NSPIRE standards with confidence.

Pre-Inspection Assessment

Identify and correct deficiencies before your official HUD inspection, and avoid costly failures and funding risks.

NSPIRE Compliance Review

A full property walkthrough scored against current NSPIRE standards, with a detailed findings report.

Corrective Action Support

We help you prioritize and document repairs to bring your property into full compliance efficiently.

Who Needs NSPIRE Inspections

Public Housing Authorities

Required for HUD-assisted public housing properties.

Section 8 and Housing Choice Voucher Landlords

Properties receiving Housing Choice Voucher payments.

Multifamily Property Owners

HUD-insured or HUD-assisted multifamily housing.

Property Management Companies

Managers overseeing HUD-regulated housing portfolios.

HUD’s Every-Unit, Every-Year Rule (24 CFR 5.707)

HUD’s rule says every owner under an assistance contract must “annually self-inspect their properties, including all units,” and keep the results for three years (24 CFR 5.707). It applies to public housing agencies and owners of HUD-assisted multifamily properties; Housing Choice Voucher units are inspected by the housing authority instead.

Skipping the annual walk is how a property finds out about its deficiencies on HUD’s inspection day instead of on its own schedule.

Score Under 60

The property fails, and the file can be referred to HUD’s Departmental Enforcement Center. A score of 30 or below is referred automatically.

More Than 30 Points Lost in the Units

Lose more than 30 points inside the units alone and the property fails, even at 60 or higher overall.

Score Under 80

HUD comes back every year instead of every two or three. With a failing score, the owner’s own follow-up must cover 100% of the units.

Example: When the Annual Walk Gets Skipped

For illustration only: an 80-unit HUD-assisted property has not walked every unit in two years. On inspection day HUD’s inspectors find inoperable smoke alarms, a blocked exit door and exposed wiring, and life-threatening and severe deficiencies must be corrected within 24 hours. The score comes back 52. The file is referred to the Departmental Enforcement Center, which can issue a Notice of Violation of the Regulatory Agreement and a Notice of Default of the HAP contract, and HUD expects to meet with the owner within about 10 to 15 days. The owner’s follow-up inspection must cover 100% of the units, and HUD orders a new inspection. If that one fails too, HUD treats the owner as in default and pursues regulatory and civil remedies. Actual outcomes depend on HUD’s review of each property.

REAC NSPIRE Pre-Inspection Software Built In-House

Every report we deliver is produced in our own REAC NSPIRE pre-inspection software, developed in-house by Semper Fi Home Inspections. The same module we use on your property is available to owners and property managers who want to walk their own units between inspections, on Google Play or in your browser at app.semperfiservicesolutions.com. See everything it does on our inspection software page.

HUD’s Own Standards

Record deficiencies against HUD’s NSPIRE standards by unit, inside area and outside area, and photograph each one.

Projected Score

A projected score using HUD’s own point values and the 30-point unit rule, so you know where you stand before HUD arrives.

Both HUD Checklists

The documents-and-certificates checklist and HUD’s inspection-day checklist, ticked off on the device and printed on the report.

Works With No Signal

Everything records on the device in the basement or the boiler room, then syncs when you’re back in range.

Every Unit, Every Year

Build the property once — buildings, floors and units — and walk all of it each year for your 24 CFR 5.707 self-inspection. A dated PDF report and an Excel workbook go straight into your three-year file.

Repairs Closed, Not Just Found

Send each deficiency to your crew by one link, in English or Spanish, with no account and no password. Overdue work emails the office and reminds the worker.

Download a sample REAC NSPIRE pre-inspection report (PDF): a 96-unit property, 25 units sampled, 61 deficiencies with photographs and corrective measures, and the projected score with HUD’s arithmetic shown. The property, residents and findings are invented for the sample. Guides: User Guide (English) and Guía del usuario (Español).

NSPIRE Voucher Inspections

Every REAC NSPIRE plan includes the voucher module: Housing Choice Voucher units inspected one at a time, pass or fail on HUD’s voucher ratings, with 24-hour and 30-day correction dates, re-inspections that carry the failed items forward, and a fail notice in English or Spanish.

Property Management, If You Want It

Units, tenant maintenance requests, crew and vendors, certificates and recertification dates, and move-in, move-out and annual unit inspections are available in the REAC NSPIRE + Property Management plan. Property managers who don’t need REAC can take the Property Management plan on its own. Pricing is on our inspection software page.

What the Software Deliberately Does Not Collect

  • No Social Security numbers

  • No income or asset information

  • No resident names — property addresses and building and unit numbers only

  • No HUD-50059 rent calculations, TRACS submissions or voucher billing

That is on purpose. Keeping residents’ most sensitive information out of one more system is a compliance and data-security decision, not a missing feature.

Lower-Cost Ways to Handle Certifications and Financial Reporting

Compliance Service Bureau or Consultant

A service bureau or compliance consultant prepares the HUD-50059s and transmits certifications and the monthly HAP voucher, typically priced per unit or per certification, with no software to run.

Certification-Only Software

Software built only for certifications, typically priced per unit, instead of a full property management suite.

Ask Your Contract Administrator

Your HUD contract administrator can tell you which submission methods and providers it accepts for your property.

Pair any of them with our software and the inspection, repair and record-keeping side is covered, while certifications stay with specialists built only for them.

Serving All of Southern California
